北市府提出「關懷方案」試圖解決加班過勞問題，甚至還提供量表讓員工自行檢測身心狀態。但部分議員及學者均認為，上位者先改變領導方式、減少冗事，才能根本解決加班問題。
柯文哲主導的「關懷方案」挨批「擺錯重點」，民進黨北市議員許淑華說，柯常提出還不成熟的政策，之後又改變工作方向，如此反反覆覆，市府員工怎能不加班？甚至時常做白工。
民進黨議員簡舒培認為，關懷方案對員工是另一項額外負擔，況且一定有人不想被長官關切、約談，選擇低報加班時數，市府目前作法是「本末倒置」，建議柯文哲「別淨想些有的沒的」。
儘管市府用意是關心員工，不過專家學者也不看好關懷方案成效。台北市立大學社會暨公共事務系副教授謝俊義直言，主管關懷別人還要多花時間和心力，加班原因沒有解決，關懷之後事情還是要做，最終反而更累。
心理師林萃芬則呼籲，市府更要避免讓員工長期處在精神緊繃的工作環境，產生更嚴重「心理過勞」。尤其上位者講求效率高，無形中犧牲員工的身心健康。
